Samuel B. Arthurs was born in Jefferson County, PA, in 1865, the son of Richard and Sara Jane Arthurs, and a grandson of John Arthurs, who first came to Jefferson County in 1795.  John Arthurs spent the remainder of his life in northwestern Pennsylvania and was the ancestor of most of the Arthurs families in this area.  Richard and Sara Jane Arthurs were the parents of ten children, Samuel being the youngest of the family.

S. B. Arthurs was orginally baptised as Samuel Arthurs, but since one of his relatives also had the same name , he added the "B" as a middle initial to prevent confusion in mail and other business ventures.  From then on, he signed his name as S. B. Arthurs.

On February 3, 1897, he married Rebecca M. Pinney, in Brookville, PA. Born in Brookville, on September 8, 1870. She was the daughter of Norwood G. & Anna Jane (Boggs) Pinney.  Their marriage ceremony was conducted by Rev. D. W. Leitzell, then who was the pastor of the Grace Lutheran Church in Brookville.  Samuel and Rebecca made their home in Brookville for their entire lives.  They had no children.

Mr. Arthurs was educated in the local schools, and was engaged in farming for about five years.  After giving up farming, he was the owner and manager of the Central Hotel on the corner of Main and Pickering Streets.   When the hotel was closed, he converted it into apartments, offices and first floor rooms for stores.  He listed the hotel building in his will, giving Rebecca a life interest in the building.  On her death it was to be transferred to the Brookville School District.  Rebecca included in her will that their home on Main Street was to become a free public library, known by the name of "The Rebecca M. Arthurs Memorial Library.

Samuel B. Arthurs died on July 1, 1926, at the age of 60 years, 7 months and 10 days, of heart disease.  His wife, Rebecca, survived him, remaining in Brookville, and died on September 30, 1955. They are both buried in the Brookville Cemetery, at Brookville, PA.
